About the Business Analyst role
We are seeking a Business Analyst to drive digital solutions by translating citizen and business needs into clear requirements, user stories, and validated prototypes. This role involves close collaboration with stakeholders to define product vision, roadmap, and objectives, while leveraging data and rapid experimentation to inform decisions. The ideal candidate will evaluate and recommend technologies, including AI tools, ensure system readiness, and support end-to-end delivery across development cycles using appropriate methodologies such as Agile or Waterfall. Strong analytical thinking, stakeholder management, and the ability to facilitate workshops and bridge business and technical teams are essential, along with a proactive mindset to identify digital transformation opportunities.
Key Responsibilities:
- Elicit citizen/business needs through service journeys and develop business cases via rapid prototyping
- Develop user stories, specifications, and acceptance criteria, building prototypes to validate requirements and measure value
- Evaluate and recommend technologies (including AI tools), aligning with GovTech’s technology directions and WOG central solution, through hands-on experimentation
- Identify and adopt appropriate development methodologies (e.g., Agile, Waterfall) for various environments
- Ensure system readiness for deployment and analyze the impact of changes
- Assist the CIO in identifying digital transformation opportunities
- Define product vision, roadmap, and objectives aligned with business strategy
- Communicate product strategies and use data to inform decisions
Requirements:
- Degree in a relevant IT field with 3+ years of experience in IT business analysis, solution design, and testing
- Experience in at least one full software/product development cycle (Agile preferred)
- Strong analytical, problem-solving, and influencing skills
- Strong stakeholder management skills with ability to engage users at all levels and facilitate discussions
- Proactive, motivated, and inquisitive mindset
- Ability to code and iterate during planning sessions and conduct workshops
Preferred Skills:
- Business Analysis certification (e.g., CBAP)
- Past development or consulting experience
- Experience in Agile, Knowledge Management, or Service Design
Other preferred qualifications:
- Experience working with Agile tools such as Figma, Miro, or JIRA
- Experience facilitating workshops, focus groups, and sprint reviews
- Knowledge of data analytics and product metrics
- Certification such as Scrum Master or Product Owner is a plus
- Experience with development workflows using tools like SHIP/HATS, GitHub or GitLab for code management and collaboration
- Experience to rapid application development platforms such as OutSystems
- Working experience with content management systems such as Sitefinity, SharePoint Online, or similar platforms
