About the Digital Business Analyst role
The Digital Business Analyst will apply product thinking and user-centric approaches to understand needs, define problems, and shape practical digital solutions. The role involves working with business teams, citizens, agencies, vendors, and technology partners to conduct discovery, evaluate solution options, define product vision, and translate needs into user stories and acceptance criteria. The Digital Business Analyst will support Agile delivery, manage product backlogs, oversee enhancements and issues for existing systems, and use user feedback and product performance to drive continuous improvement. The role also includes technology evaluation, stakeholder engagement, vendor coordination, and ensuring solutions align with government policies, security, and compliance requirements.
Key Responsibilities:
- Embrace Product Thinking: Champion a product mindset to develop a deep understanding of user needs and the problems we are trying to solve. Go beyond requirements gathering to define and articulate the ‘why’ behind new features and initiatives
- User-Centric Discovery: Partner with the client’s business teams to elicit citizen, business, and agency needs through human-centric and visual methods
- Modern Methodologies: Apply Product Management, Design Thinking, and Service Design methodologies to identify pain points, define product vision, and design future-state solutions
- Strategic Technology Evaluation: Evaluate and recommend appropriate technologies that align with the client’s digital direction (e.g., cloud adoption, legacy modernization, government technology stacks), with a focus on building scalable and sustainable products
- Iterative Delivery: Collaborate within an Agile framework to define user stories, set acceptance criteria, and manage the product backlog to ensure a continuous flow of value
- Product Lifecycle Management: Support the business and operational needs of existing systems, treating them as products with a lifecycle that includes iterative enhancements, issue resolution, and eventual decommissioning
- Stakeholder Collaboration: Liaise with internal business stakeholders, other government agencies, and industry professionals to ensure product-market fit and alignment with the broader ecosystem
- Vendor and Partner Management: Work closely with system vendors, interface partners, and helpdesk teams to identify, troubleshoot, and resolve system-related issues, ensuring they align with the product roadmap
- Continuous Improvement: Proactively analyze product performance and user feedback to propose data-driven improvements and champion digital innovation
- Government Compliance: Ensure all solutions align with relevant government policies, including digital governance, security, and compliance requirements
Requirements:
- A degree in Computer Science, Information Technology, Computer/Electronics Engineering, or a related field
- Minimum 5 years of experience in a business analysis, product owner, or similar role within a product-centric environment
- Proven track record in Agile, Scrum, or other modern product development methodologies
- Demonstrated experience in applying product thinking and product ways of working to solve complex problems
- Experience in supporting and managing existing enterprise systems, including liaising with vendors, helpdesks, and multi-agency stakeholders
- Familiarity with government frameworks, security policies, and compliance standards
- Working knowledge of AI tools and concepts is a strong advantage
- Strong analytical, facilitation, and problem-solving skills, particularly in discovery and prototyping
- Excellent stakeholder engagement and communication skills, with the ability to influence and pitch ideas effectively
- Self-motivated, adaptable, and eager to continuously learn and improve
