About the Project Manager role

The Project Manager is responsible for leading the end-to-end delivery of ICT systems, ensuring alignment with organizational strategy and IT masterplans. This role develops business cases, defines system roadmaps, and manages procurement and project execution across the full lifecycle. Working closely with stakeholders, the Project Manager oversees planning, risk management, and delivery to meet cost, timeline, and quality objectives. The role also promotes agile methodologies, drives user-centric design, and fosters continuous improvement to deliver impactful and scalable digital solutions.

Key Responsibilities:

  • Develop compelling business cases for ICT systems that align with corporate strategy and agency IT masterplans
  • Establish comprehensive system roadmaps and execute procurement strategies that deliver optimal value for the organisation
  • Manage the complete project lifecycle from conception to implementation, ensuring deliverables meet identified business needs within agreed cost, timeline and quality parameters
  • Develop detailed project plans, identify and mitigate potential risks, and maintain proactive stakeholder engagement throughout the delivery process
  • Serve as the internal champion for product-centric mindset and agile delivery methodologies
  • Foster a culture of continuous improvement and user-focused outcomes
  • Conduct effective user engagement sessions and ensure solutions are designed with end-user needs at the forefront

Requirements:

  • Minimum 5 years of project management experience in similar capacity, with demonstrable expertise in agile delivery methodologies
  • Has a strong portfolio showcasing hands-on project management success, with consulting, software development or design experience
  • Technical competency in low-code and high-code development environments within medium to large-scale software projects
  • Possesses excellent stakeholder engagement and communication skills, with proven ability to influence decision-makers and pitch innovative ideas
  • Prior experience with co-sourcing delivery approaches and familiarity with Singapore Government Technology Stack will be valuable
