About the Business Analyst role

The Business Analyst supports government ICT contracts, procurement activities, and project delivery by providing analytical, coordination, and operational support across multiple stakeholders. This role works closely with contract and procurement managers to manage contract-related queries, support ICT tender projects, compile and analyse reports, and ensure accurate tracking of project and supplier information. The Business Analyst also supports procurement activities including industry engagement, tender preparation, evaluation, and award, while ensuring compliance with government procurement policies and audit requirements. With a strong analytical and communication skill set, the role contributes to process improvement, data-driven decision-making, and effective governance across ICT procurement and contract management operations.

Key Responsibilities:

1. Contract and Project Management

  • Provide first-line support for Government agencies queries on Government and clients contracts, escalating complex issues to the contract manager
  • Assist the contract manager in project coordination, including timeline management, stakeholder communication, addressing customer and supplier queries related to ongoing ICT tender projects
  • Compile, collate and cleanse reports from various sources (e.g. IT Service Management portal, GeBIZ, forms, spreadsheet, etc)  to support informed decision-making and reconciliation of information
  • Provide administrative support for assigned projects such as collating, validating and tracking information from suppliers
  • Manage the annual system polls, respond to agencies queries, and analyse the returns submitted by Government agencies
  • Assist in the development and maintenance of procurement documentation, while staying updated on ICT industry trends and Government procurement regulations
  • Other admin and support activities required from time to time

2. Procurement Management

  • Support procurement manager in conducting industry engagement and analyse relevant procurement data to make informed procurement decisions
  • Support the procurement manager in procurement stages such as tender documents preparation, evaluation and award
  • Support the procurement manager in identifying potential value creation opportunities and process improvements within the ICT procurement operations

3. Compliance & Audit

  • Ensure adherence to procurement policies
  • Support procurement audits and follow up on findings until closure

Requirements:

  • Possess a degree or diploma in Computer Science, Information Systems, Information/Infocomm Technology, Computer or Electronics Engineering, or related discipline
  • Minimum 5 years of relevant work experience in the ICT industry and/or Government procurement
  • Experience in Government e-procurement systems, tender evaluation and contract negotiation will be advantageous
  • Familiarity with Government IM on Procurement will be advantageous
  • Good knowledge of ICT procurement and contract management practices
  • Understanding of ICT market trends and pricing models
  • Experience in managing Cloud, Software as a Service (SaaS), and/or Agile projects will be advantageous
  • Participated in full software or product development cycles will be advantageous
  • Proven experience in IT business analysis
  • Experience in automation of Contract Management Systems or have built tools using Generative AI, such as ChatGPT, Gemini or Co-pilot) for the optimisation of procurement and contract management and operations will be advantageous
  • Project & Supplier Management:
    •  Experience in project management for monitoring and tracking
    • Experience in contractor dispute resolution and performance management will be advantageous

    • Good command of the English language, both written and spoke
