About the Business Analyst (Apps) role
The Business Analyst (Apps) is responsible for gathering and analysing business requirements, identifying process improvement opportunities, and translating business needs into clear functional specifications and solutions. The role involves developing project documentation and business process models, preparing and executing test plans, facilitating communication between technical and business teams, and supporting project planning, timelines, risk management, and stakeholder reporting. The Business Analyst will also support user training, review and negotiate supplier proposals and requirements, lead ICT business case development, manage vendors, and ensure solutions comply with relevant IT management policies and security guidelines. The role requires strong analytical, communication, stakeholder management, risk assessment, and problem-solving skills, with knowledge of government ICT environments preferred.
Key Responsibilities:
- Collaborate with cross-functional teams to identify business needs and gather requirements
- Analyze data and processes to identify opportunities for improvement
- Create and maintain project documentation, including functional specifications and business process models
- Develop and execute test plans to ensure that new functionality meets business requirements
- Facilitate communication between technical and business teams to ensure understanding of business requirements and technical constraints
- Participate in project planning and tracking, including creating project plans, managing timelines, and communicating project status and risks to stakeholders
- Develop and deliver training to end users on new functionality
- Review proposals from suppliers
- Review, clarify and negotiate business requirements with suppliers
- Plan and lead the development of the business case for the ICT system
- Identify potential project risks and its implication to the organization and to recommend mitigating measures so as to manage the risks
- Effectively engage and manage the vendors to deliver ICT solutions and services
- Understand the relevant IT management policies and security guidelines to ensure the development processes, procedures and system are designed to comply with these policies and guidelines
- Any other duties that may be assigned
Requirements:
- Good knowledge of government ICT environments (preferred)
- Analytical mindset with a focus on problem-solving and process improvement
- Excellent verbal and written communication skills, with the ability to present ideas to diverse audiences
- Strong stakeholder management balancing both the analytical aspect and the people aspects
- Team Player, proactive and self-motivated
- Experience in IT risks assessment and compliance activities
- Experience in understanding available information, identifying gaps and presenting recommendations through an enterprise lens
