About the Project Manager (JH) role

We are looking for a Project Manager (JH), to work in a Government Agency as a key member of the GovTech project team, comprising the Digital Business Analyst, Solution Architect (where applicable) and the Cloud Infrastructure Engineer, to deliver ICT capabilities to realise Singapores vision of a Smart Nation.

The Project Manager is responsible for the overall success of a project by ensuring that projects are delivered on time, within budget, meet business requirements and comply with IT governance framework, including security and resilience.

Key Responsibilities:

  • Understand and execute the IT management policy, quality management policy and security guidelines (risk assessment, etc) to ensure the development processes and procedures and system are designed to comply with these policy and guidelines (IM8 requirements).
  • Manage project costs, including change requests/service requests, to ensure that projects achieve their planned benefits within budget. In addition, to track and manage development/maintenance pace to ensure timely delivery.
  • Manage Service Provider’s quality and performance to ensure that services are delivered according to the specified service levels and requirements including systems maintenance, enhancements, problem resolution and improvements
  • Manage and execute the procurement life cycle – procurement approach, specifications, evaluation & clarification, recommendation and contracting in a timely and quality manner
  • Plan and implement operation processes and procedures to manage the day-to-day operation of the system to meet the business operation objectives on systems availability
  • Communicate and present to senior decision makers, stakeholders and management forums on system operations and issues with respect to business objectives. In addition, there is a need to schedule stakeholder time and meetings.

Requirements:

  • Graduate Degree in Computer/Computer Science or Electronics Engineering or Information Technology or equivalent
  • Minimum five to seven (5-7) years of working experience
  • Hands-on experience in at least one full project development life cycles

Preferred Qualifications:

  • Project Management Experience
  • Project Management related certification such as CITPM, COMIT or PMI, Scrum Master
  • Government ICT project delivery experience
  • Public-facing digital services experience
  • Vendor management or sub-contractor management experience
  • Strong analytical, conceptualisation and problem solving skills
  • Highly meticulous and tenacious, follows up with things to closure
  • Team player with strong organization and people management skills
  • Excellent written, verbal communication, presentation and negotiation skills
