About the Senior Product Manager role

The Senior Product Manager leads the strategy, development, and operation of complex digital products, working closely with agency Product Owners and cross-functional teams to deliver impactful outcomes. This role defines product vision and roadmaps, drives go-to-market and adoption strategies, and oversees product delivery from discovery through launch and ongoing operations. The Senior Product Manager manages budgets, vendors, and service levels, ensures compliance with security and governance requirements, and uses research and analytics to inform decisions. Balancing innovation with operational stability, the role aligns stakeholders across business, technology, and government environments to deliver sustainable, user-centred products.

KEY RESPONSIBILITIES:

1. Product Strategy & Vision:

  • Engage agency Product Owner to establish clear product vision and requirements
  • Collaborate with business partners to define product vision/mission and obtain stakeholder buy-in
  • Define product go-to-market strategy and execute with relevant partners
  • Develop product outreach and promotion strategies
  • Maintain strategic roadmaps aligned with organisational objectives

2. Product Development & Management:

  • Design, test, and iterate through experiments to improve user journey
  • Manage product budget (expenditure monitoring, cashflow management, securing funding)
  • Develop workplan with product team and provide sufficient resources
  • Procure software, hardware, and ICT professional services as needed
  • Oversee product releases and deployment coordination

3. Product Operations & Maintenance:

  • Monitor product performance metrics and system health indicators
  • Coordinate ongoing maintenance activities and system updates
  • Manage product lifecycle including feature deprecation and retirement
  • Establish and maintain service level agreements with stakeholders
  • Oversee incident response and resolution processes for product issues
  • Implement continuous improvement processes based on operational feedback
  • Manage vendor relationships for ongoing support and maintenance services
  • Ensure product documentation is current and accessible to relevant teams

4. User Research & Analytics:

  • Conduct user studies to understand needs and problems
  • Analyse data to uncover usage patterns for product decisions
  • Research industry for complementary and competing solutions
  • Create data-driven analytics and insights for decision-making
  • Monitor user satisfaction and engagement metrics

5. Cross-functional Coordination:

  • Translate product strategy into technical, actionable plans for business and vendor teams
  • Coordinate efforts across marketing, legal, and finance functions
  • Co-create budget papers with Product Owner to seek development resources
  • Run efficient meetings and maintain stakeholder communication
  • Formulate strong proposals by evaluating pros and cons of different solutions and provide compelling justifications
  • Consider how services could be delivered for different user segments and priorities feature development

6. Growth & Compliance:

  • Drive user adoption and growth through engagement and feature expansion
  • Maintain network with user agencies and government product teams
  • Ensure products meet security/performance requirements (SSAT, VAPT, Performance Testing)
    Adhere to compliance requirements and audits (IM, AGO, QMS)
  • Participate in engagements to raise product awareness

Requirements:

1. Education & Experience:

  • Degree in Computer Science, Information Technology, Engineering or related field
  • Minimum 8 years relevant experience in product management
  • Prior experience in IT business analysis, application solution design and testing
  • Experience working directly with engineers, designers, and product teams
  • Proven track record of delivering successful products from scratch
  • Experience in product operations and maintenance activities

2. Technical Skills:

  • Strong product and project management capabilities
  • Proficiency in modern product development practices (Agile, Cloud, Design Thinking)
  • Strong analytical, conceptualisation and problem-solving skills
  • Budget management and resource planning experience
  • Understanding of system monitoring and operational excellence practice

Preferred qualifications:

  • Government sector experience
  • Healthcare industry knowledge
  • Digital transformation background
  • Experience with public health or communicable disease systems
  • DevOps or Site Reliability Engineering exposure
  • Experience with cloud platforms and modern infrastructure
